What is a good foundation primer?

Sephora isn't pretty cheap with their stuff. I really love using ELF's (eyeslipsface.com) products because they are 10x cheaper and actually work. I won't say all work but so far I've tried their eyeshadow primer ($2) and it compares to Urban Decay's Primer Potion ($18).
